All workplaces in New Zealand can be fined if they do not comply with HSNO regulations, regardless of the amount of hazardous substances held on site. Gaining HSNO compliance certification is mandatory.

The Health and Safety at Work (Hazardous Substances) Regulations 2017 requires workplaces that transport, store or use hazardous substances to comply with a raft of specifications.
